Last tab closed option #109

User request: An option to remember either the last tab or selection of
tabs closed. This could be initially supported simply by remembering the
URL rather than saving the whole docshell state, and would probably be simpler.

This is starting to get more and more frequently requested, and heck, even 
Safari 5 has it now. Initial work for 9.2.1.

This was remarkably freaking hard to do correctly. There are now complementary 
patches in tabbrowser.xml and navigator.js that pass a pref back and forth to 
remember the last tab. Assigned to Cmd-Shift-T. Intentionally disabled if the 
entire window is closed and there were multiple tabs (but single URLs do work). 
Does not work for POST. Locale updated. FIXED
