WIC codec does not support animation #148

What steps will reproduce the problem?
1. Install the Windows Image Component
2. Attempt to preview an animated webp

What is the expected output? What do you see instead?
First frame or ideally the animation. Instead the decode will fail similar to 
dwebp.
