【Why “libwebp-0.4.0-windows-x86-no-wic.zip” have no libwebp.lib】 #189

What steps will reproduce the problem?
1.I download “libwebp-0.4.0-windows-x86-no-wic.zip” in 
https://code.google.com/p/webp/downloads/list
2.It have no “libwebp.lib” file in my lib directory

But “libwebp-0.4.0-windows-x86.zip”have “libwebp.lib”，can you help 
me？

The no-wic archive was built with mingw-w64 and autoconf so the library is 
libwebp-0.4.0-windows-x86-no-wic/lib/libwebp.a, which should be usable in your 
project.

Also note that the Windows Imaging Component interface is only used in the 
examples, so the libraries from the archives are interchangeable.
