WebP (lossy) decode time is 2-2.5X slower than JPEG decode time on Android, 
with decode throughput of (approx) 10 Mega pixels per sec. i.e an image of size 
256 X 256 should be decoded in about 6-8 ms, compared to decode time of 2-3 ms 
for JPEG image of the same size.
