The topics in this PR have come up as part of the Base Profile workstream, and the documents are linked in the Base Profile spec. Creating a draft PR for the purpose of further discussion and to fully flesh out the docs. The original review and discussions can be found in PR #12. There are unresolved comments on PR #12 that will be addressed as part of this PR.

My experiment here after setting up the CLA bot seems to have caused and issue for this PR; the setting to lock the PR comments after merging seems to not play nicely with closing and re-opening a PR. I will hence close this PR and put up a fresh one to avoid this issue before I forget...
