Reorganize README #13

I think the installation and use instructions should come first.

Perhaps all the rest should be put in another doc and linked. Or folded so it is not visible.

Need to revisit https://github.com/Qiskit-Extensions/qiskit-alt/blob/main/Development.md , update it.
