LGTM now, thanks for the fast updates (and also adding the upgrade note about the minimum terra version). Just one quick nit with some inline suggestions on making the issue references links.

Ah yes thanks for that. I had looked at the terra changelog on github, saw the links were working there by just doing \#xxx, and didn't draw the connection that the release notes won't be on github so the links won't automatically work :).
