This was something we thought about quite a bit. For the paper authorship, we decided to set the bar as requiring consistent contributions to the package over a sustained period of time. This of course includes direct contributions (as listed in the GitHub contributors), but also contributions to design, development planning, and package advocacy. The latter categories aren't as concrete as the contributions listed on GitHub, but the current author list that formed is natural to us, and the other contributors were understanding of the criteria.
I'll leave it to you to close this if you're happy with this explanation.

I have a question about the list of authors in the JOSS paper, partly for my own edification:
The authors list in the JOSS paper is much shorter than the list of GitHub contributors. Some of the omitted contributors seem to have made significant contributions. How did you decide who should be listed as an author in the paper? Should any of the other contributors be added?
I have no strong opinions about who should be listed as authors, but thought it was worthwhile double checking.
