[WIP] Update rotating frame to use arraylias

Summary

I updated rotating_frame. I would like you to review after merging https://github.com/Qiskit-Extensions/qiskit-dynamics/pull/286 because files around arraylias have not been updated yet.

Details and comments

• Removed to_numeric_matrix_type from rotating_frame.py.
• Added a jit_grad func to JAXTestBase class.
