Prepare 0.6.1 release #1440

Bump package version and add release note.

This looks good to me, but we probably should have included a release note with #1420. At the time, I didn't think it was necessary because it was fixing a "future problem" rather than a current problem but having a note might help someone who updates Qiskit to 1.1 before updating Qiskit Experiments to 0.6.1.
