Quantum readout efficiency experiment #349

Andrew Eddins's intern Ramya Suresh wrote code implementing https://arxiv.org/pdf/1711.05336.pdf, finding the quantum readout efficiency after optimizing ringdown and measuring dephasing and SNR. It would be nice to refactor her work into an experiment.
