Error while save as SQLite into folder with cyrillic symbols #3300

Subj. Try to save data into folder with cyrillic symbols (for example, "Каталог") and get an error:

Export to vector file failed.
Error: creation of data source failed (OGR error:sqlite3_open(C:/personal/geo/�������/data.sqlite) failed: unable to open database file)

Shapefiles saves without any problem.

Tested with commit:98d612f2 (SVN r15707) on Windows and Linux and all works fine. So I close this ticket, please reopen if necessary.
