There is an open source implementation.  So it should be just a matter of
calling the resolver in the right place.

Fixed by r2306, r2305, r2303 and r2220.

You can now specify an option 

  -C catalog.xml

to jing and trang to use the OASIS catalog in catalog.xml.  You can specify the 
-C 
option multiple times to have multiple catalogs. (Although the code uses the 
Apache 
XML Resolver, it does not use the default properties file/system properties 
based 
configuration mechanism.)
