QOLOE-22-Footer Updated the CSS Colour Token Values and CSS spacings #245

Updated the Footer colour system -> to use only the Token system -> Forgov btn to use different Token colours

Changes some of the CSS spacing and sizes around the mobile views -> Footer title top margin was wrong -> margin-inline was moving the borders inwards -> border-widths were 2px and needed to be 1px
