refactor: `useOnPropsChange` from `@qlik-oss/nebula-table-utils` #1045

This is the first PR that integrates @qlik-oss/nebula-table-utils into SNT project. It's main point is to import useOnPropsChange hook from the shared repo.

IMO the commit type should not be feat. Most likely it's a refactor
