FEATURE: add option to only connect using WIFI #315

Add a option to select between only Wi-Fi, mobile network or both as general 
rule and for each VPN (that override the general rule).

This isn't only for using security networks, but also if you don't want to burn 
your mobile plan doing some connection that allies higher data traffic by some 
sync app.
