Add Raw HID device detection #473

Description

Moved some common stuff out of the HID console device class
Added HID device factory function to create either a console or raw instance based on usage page/usage
Added necessary checks for console device report functionality
Added raw HID stub (could be extended to attempt VIA version interrogation)
