Typing #42

Should we add a guideline to require typing for new functions? Maybe we can add an argument to black or docformatter to require it?

I see there's a comment in the documentation (https://qnngds.readthedocs.io/projects/qnngds-dev/en/latest/contribute.html#comment-your-functions). It's probably fine to leave it as is
