Add htron functions #97

There is a placeholder file for htrons under the devices folder, but no htron functions provided. I haven't really worked with htron design before, so would be good to get opinions from anyone who has.

Planar hTron has been implemented, but bilayer hTron is not integrated yet. Non-QNNGDS code does exist.
