Add static_operator and charge basis #20

Looks good to me, but can't run the build on this branch since it needs the pinned matplotlib version. I'll merge and run it on master. Please keep an eye out for failure since it might be due to missing docs.

@amilsted and sure enough one is missing 😅 please add QuantumOpticsBase.chargestate too (just push to master directly) and trigger the workflow again. Thanks!
