CompatHelper: bump compat for Arpack to 0.5, (keep existing compat) #350

This pull request changes the compat entry for the Arpack package from 0.5.1 - 0.5.3 to 0.5.1 - 0.5.3, 0.5. This keeps the compat entries for earlier versions.
