varargs flag not always set on user variants #4804

can cause spurious exceptions - ex:

RUNTIME-OVERLOAD-ERROR: no variant matching '::OMQ::UserApi::UserApi::getQorusOptions(string)' can be found; the following variants were tested:
   ::OMQ::UserApi::UserApi::getQorusOptions(...)
