Wrong tests: testFormatDate() #5

What steps will reproduce the problem?
1. set timezone to different from PDT, e.g. to VLAST
2. ant runtests
3. failed

What is the expected output? What do you see instead?

Issue is related to timezones and hardcoded check for timezone 'PDT' only.
