CONTRIBUTING, PR template, and other generic files #2

More default community files.

Blocked

These are holding until non-go repos have the relevant files to override org defaults.

There are some questions, below, before this can proceed.

It is not yet clear if CONTRIBUTING can be made general enough to be org-default. Even for go-only project.

Issue templates can be pretty generic. With an # Environment header, but no real instructions on how to fill it out.

Pull request template, the same. But if it’s generic, it won’t have instructions to go test or whatever.

Do we want a CLA in the org-wide CONTRIBUTING and pull template?

I am going to take a shot at going completely generic with this.

It will be more confusing, but will simplify by having a single source for everything.
