Add `Online` component, that indicates if a peer is online or not

For now, we will assuming all peers are online.

Online component should:

be grey-ed out if offline and display the text 'offline'
have two sizes, small and regular for use in multiple places (for right now, used in profileItem and ProfileHeader components)
