House Resolution Dataset #3

Ok, we need to get a clean dataset of "what a house resolution means" so we can correlate them to voting records.

So after some very light digging, I found this: https://www.govinfo.gov/app/collection/bills/ and they have an API: https://api.govinfo.gov/docs/

I think this is exactly what we're after!
