FSI needs a firm test suite that ensures the following work:

[ ] Save from an FSI linked folder should properly detect all components from individual files
[ ] qri publish from an FSI linked directory should publish HEAD to the registry
[ ]

I'm going to keep adding to this list as time goes on, with the goal of adding at least one notch to the quality of our FSI implementation

The purpose of this issue kinda drifted. I'ma call it closed by #886, which brought much needed CLI tests
