Strings fields with special characters not read in #148

GeoDa 1.5.36

Strings fields with special characters are not displayed in the table. E.g. the 
counties (Nuts 3 regions) in European shapefiles have a lot of French, Spanish 
and Slavic accents - the names of these places are all excluded (blank field) 
in the current version. Would be great to be able to read them in.

On different machines, the same csv file that was read in showed up with 
different field formats (real or integer). Have to go back to the student and 
see if I can replicate this example on her machine and then post details.

GeoDa 1.7.37-2 (nightly), 13 July 2015

This was resolved as part of the language encoding updates in GeoDa. E.g. to 
display special characters in the table for the European NUTS regions, go to 
Table-Encoding-West European Latin and the names with special characters will 
then be displayed.
