Allow to set seed for randomization in Moran Scatterplot (same dialog as for 
Local Moran) - this should have been implemented, but was an oversight

Update by adding "Randomization" menu in Moran Scatterplot; 
Update the background color to white

fixed in versions >= 1.7.25
