Basemap: set initial map does not have a base map #185

prefer it if the initial map does not have a base map, but it is an option that 
can be added later, something that can be turned on or off (off by default), 
like the selected/unselected in the scatter plot.

Change the logic back to not automatically loading basemap. User can use the 
"basemap" option to enable/disable basemap.

This fix has been applied in versions >=1.7.33
