copy legend to clipboard not work #194

Nothing happens when you copy a map legend to clipboard (right-click option). 
Copy map as image does work.
This doesn't work in 1.6 or 1.7.

This works on Mac OSX and windows. The user needs to paste the image in 
clipboard to some photo program: for example, in mac osx, you can open the 
"Preview" app, and select "File->New from clipboard"; On windows, users can 
open Paint app and "Paste" to create new image.

Change status to "Started" for verification
