one solution has been proposed in ci 3727.
However, the current implementation of transparency on windows is by directly
manipulate the bitmap of map (wx is slow using transparency in win), so it
can't get the effect of point density / cloud (eg more dense points, less
transparent) using true alpha channel like on MacOSX.
