Need to workout the kinks with the delays, works fine for rational functions in continuous time

Added a minreal function to minimize numerical drift.
Both STEP and LSIM now use inputparser for enhanced readbility .
Both STEP and LSIM can recieve sample time (Ts) from the user.
Added support for time delays. Numerical drifts still may cause inconsistencies, but the responses are far closer and more well behaved now.
Added a detailed example of the routines, both of rational continuous systems and delayed discrete systems.
