GUI functionality broken with Mac OS Sonoma #123

With the recent update to Mac OS Sonoma, the GUI for qt3scope and qt3scan is broken. Buttons are intermittently responsive.

The problem is related to the version of Tc/Tkl, upon with tkinter is built.

There are currently no reports of problems with the GUI on Windows.
