Support ability to ask about Scratch Commands. #38

When someone is inside a project or creating a project, they might ask

[x] what scratch commands are there?
[x] what are the scratch commands ?

and want to dive deeper

[x] what's an example? (leading into tutorial mode)

I want to explore workflows / ideal flows through the interface and document them...

a user might want to know that Scratch can

respond to certain events
play a sound
repeat actions
conditionals (control commands)
understand if statements
do math (basic +/-*)
get random numbers
say words (text to speech) in different accents & in different voices
listen for words (speech to text)
make and modify lists and variables
control a timer

Stuff supported by ScratchNLP but maybe not useful here?

broadcast messages (not useful unless programming w/ multiple sprites)

Thinking about Scratch, Help... are a bunch of these suggested actions/commands all following under the category of Scratch, Help already? (i'd argue yes)

How do I give examples of these different things?

already, i want to explore generating examples of certain commands but that's already so much work.

what scratch commands do you support?

list the descriptions…. But not more detail than that OR! present the categories w/ explanations how do i <__description of scratch command___> here's step BLAH of project BLAH as an example. what is an example of <__description of command___> return name of project and what step number?

Design change!

If the user is in the Home state and asks what Scratch commands there are, Scratch may suggest an action that will not actually work. For example, "one thing I can do is repeat actions. Try by saying play the meow sound 10 times" expects the user to be in a playground or inside a project already. ... Instead,

[x] have the message clarify in what context to try the scratch command
[x] do ^ based on what state the user is in
