Changelog Description

Use custom start frame as setted in the settings when extracting psd

Additional info

If the input is not filled, then the value will be directly extracted from the opened scene. Link to the correspond OpenPype's PR : https://github.com/quadproduction/OpenPype/pull/649

Fix quadproduction/issues#300

Testing notes:

  1. Open any tvPaint scene
  2. Launch scene render, with or without the correct start frame
