Use the logger from Microsoft.Extensions.Logging

This is part of a bid to remove the amount of custom code in RemoteViewing.

While in the process:

• Remove CLSCompliant attribute
• Use ConsoleLogger from Microsoft.Extensions.Logging
• Clean up some StyleCop violations
