Chrome security bar appearing as well as adobe flash security widget #38

What steps will reproduce the problem?

1. Click allow mic on the adobe flash player security settings widget
2. Chrome security bar appears "http://localhost/ wants to use your camera and 
microphone"

Anyway around having this chrome security bar NOT to appear as the flash is 
capturing the audio?

I am seeing this behavior in Chrome 43 and 44.  I did not see it in Chrome 40, 
and I can't find a valid Windows installer for Chrome 41 or 42 to see where it 
was introduced.

More specifically, I see it only with Pepper Flash (PPAPI).  When I specify the 
soon-to-be-remove NPAPI, this problem does not occur.

I have not found any other mention of this change anywhere, and it doesn't 
appear that it is getting any attention here.
