Disable automatic release to PyPI #10

  1. This is currently not configured correctly, so it's always erroring.
  2. There's probably a more focused trigger which would do this automatically on release tag creation. However, in the meantime, it's getting run on PRs, which is not great. For now, let's limit it to manual.
