EPA Google Analytics Implementation #182

Add EPA GA account's CTS data stream tag to the CTS templates. This will be used to monitor activity on the production server (qed.epa.gov/cts).

Should be on prod now, but would like to test to ensure we're getting user data on the EPA Google Analytics data stream.

Able to see the CTS data stream and user activity on production.
