Initial setup working with local Kubernetes cluster.

Removed operaws, bt_api (cts biotransformer wrapper), and cts-envipath from Kubernetes stack. Will deploy those on a separate backend outside the CI/CD pipeline.

Could store these all in a new repo, e.g., cts_backend.
Can easily be added back to the pipeline in the future.
