Deploy CTSWS and Jchem WS from source #219

Refactor CTSWS to build from source on ghcr.io.

Run Jchem WS inside this same container or deploy to its own container with the same base image as CTSWS.

CTSWS and Jchem WS are now in their own repos and running their own image/containers:

TODO: Update docker-compose.yml in QED to use these two images instead of the original qed-tomcat.

QED updated with ctsws and jchemws services and deployed on ceam dev.

Just added most recent reaction libraries (PFAS v1.2 libs) to ctsws repo. Currently building and will update ceam dev.

NOTE: Looks like globalAccumulation is coming back as 0 with the latest deploy of CTSWS.
