Production update for CTSWS and JchemWS running in separate containers #225

Due to running into "out of memory" errors too often on qed.epa.gov, it's worth updating this server with CTSWS and JchemWS running in their own containers. This refactored allocation of resources will hopefully alleviate the issue.

Updated EPA staging server (qedlinux1stg) with the refactor and an application scan request has been submitted.

App scan has passed and the server is now updated as of this morning.
