Don't allow Squiggle user/organization Slugs that are under ~4 characters. #3107

Description of suggestion or shortcoming:

We already have one person with a 1-character slug. I assume we should disallow the very small ones, to not have any kind of race for them.

Unsure if we should ban 3-letter, or just 1/2 letter slugs.
