Upgrade to turbo 1.13

• new experimental UI is weird, but it's off by default
• turbo scan is nice to run locally, I learned about https://git-scm.com/docs/git-fsmonitor--daemon thanks to it (just don't try to enable remote cache, I think we should avoid it)
• CI logging improvements, if it's what I think it is, will be useful
