Dependencies fixes - TypeScript and Storybook

• roll back to 5.3; 5.4 is failing for me both for squiggle-lang and on GUCEM (I can't find any related issues on TS github repo, which is weird, but I'm pretty sure 5.4 is to blame here)
• upgrade Storybook and all addons to v8, simplify configuration
