Add functionality to drag and drop chart legends

@tazo90 I've merged the legend drag extension into master. Thanks! Keep this open to discuss canvas implementation.

There are several little issues with legend dragging:

When you start dragging, the legend shift left and down a given amount (I suspect the margin amount). This is clearly visible in the multiarea example.
When we hide and then show the legend (with the right-click menu), it redraws from the original position rather than from where it was dragged to.
