calcPayables -> getValue from Period before #13

If the value from the Period before is not found on strmask or 
PFBackCalculator, the value must be loaded directly from database...!

Implement in

PFBackCalculator

Changed numberformat to 2 diggits after comma, otherwise to much error of 
round...

made some major enhancements in streingabemaskeram and pfbackcalculator, now 
the fields 
calculate as expected ...
