Create code_of_conduct.md

First draft of code of conduct for Hacks/Hackers Brisbane - all feedback welcome. Following the CSSConf/JSConf AU code of conduct example, I've set up a Google form for anonymous reports of unsafe/unwelcome behaviour. It's attached to my Google account so there are obviously limitations to that; curious to hear any ideas for alternative approaches.

I think this is a great start and would be happy to publish that as it is, but maybe we should solicit feedback from the community now for a given period of time? Say two weeks? Then we can adopt properly before the first event of the year.

I think we should make sure the anon report form goes to the group email address (so maybe that means using something other than Google Forms?).

Let me know if you have any objections, otherwise I'll send out this page on Twitter and FB and Meetup.com so the community knows they can have input.

Couple of comments:

• harrassment is a pretty narrow scope for a code of conduct. You might consider defining a bit more broadly what you consider to be good and bad behaviour: contributing positively, helping others, not being a time vampire, not using events to promote your company, asking permission before taking photos, being respectful of the space, being kind to other attendees, etc etc.
• consider linking explicitly to other codes of conduct. Personally, I'd rather hear "we use essentially the same code of conduct as " than have to read the whole thing myself.
• The "enforcement" section is really woolly, legalistic, and...not very helpful?
• You should mention what to do if one of the organisers is the object of the complaint.
