Create text based version of the incorporated rules #29

I propose we make the canonical version of the rules a text file formatted as markdown. There are a couple of reasons:

  1. It makes proposed and accepted amendments easier to track in git using text-diffing tools.
  2. Text is a format everyone can work with—not need for proprietary software like MS Word or Acrobat.
  3. The markdown syntax supports all the formatting we need to more or less match the original Word version of the rules.

This is just a straight copy of the PDF version with markdown syntax added for styling. I will propose amendments for the AGM against this version.
